Home Energy Assistance Program (HEAP)


The Home Energy Assistance Program can help you with heating and utility costs.  All benefits listed on this page can be applied for with your HEAP Local District Contact.

You may be eligible to receive Home Energy Assistance if you receive Temporary Assistance or SNAP, Supplemental Security Income (SSI) or your income is at or below current guidelines.  

HEAP Monthly Income Limits.

HEAP can help you with heating and utility costs. 

HEAP opens December 1, 2025.

Once HEAP Opens, applications for HEAP can be made online or at our office on the computers located in our lobby.  Applying on-line is easy; applications are received by the agency right away, and allow the applicant to track the application and benefits.


Most individuals or families receiving either Temporary Assistance or SNAP Benefits in September will receive a one-time Regular HEAP benefit through that case and do not need to fill out an additional application.


 It is very important for you to keep current on your utility bills. 
If you fall behind prior to HEAP opening you should contact the company and try to make some arrangement for payment. 

  • Non-heating electric shut offs cannot be paid with Regular HEAP Benefits
  • Do not wait until you are out of fuel to apply for HEAP.  Let us know when you are low on fuel (less than a quarter tank).  “Off route” delivery charges will be deducted from your HEAP grant, so you will receive less fuel from your HEAP grant.
  • If you have a shut off notice on your natural gas or electric, contact us prior to being shut off.  If service is shut off, the company does not have to accept the HEAP grant to turn it back on.

Livingston County residents that are unable to apply online may request an application be mailed by calling (585) 243-7300 and asking for a HEAP application. HEAP applications are mailed and accepted starting December 1st at:

HEAP’s Home Equipment Repair & Replacement (HERR) and Clean &Tune programs are currently not open, please check back for updates.

  • If you are a homeowner experiencing an issue with your furnace or boiler that requires repair or replacement, you may be able to apply through Temporary Assistance.  
    1. Please be aware that the Temporary Assistance program has lower income guidelines than the HEAP HERR program, as per OTDA rules.
    2. To inquire about eligibility, you may contact our office via phone or come in person to DSS to apply for furnace repair or replacement through Temporary Assistance during regular business hours Monday - Friday 8am-4pm.  

Cooling Assistance Benefit

The HEAP Cooling Assistance benefit is open May 15, 2025 through August 31, 2025 or until funds are exhausted.
  
The benefits and services are provided on a first come, first served basis to eligible applicants, or until funding allocated to this program is exhausted. 

Cooling benefits are available for HEAP eligible households containing at least one individual with a documented medical condition that is exacerbated by extreme heat.  If you are eligible, you may receive one Cooling Assistance benefit per applicant household for the purchase and installation of an air conditioner or a fan to help your home stay cool. 

 In circumstances where an air conditioner cannot be safely installed, a fan will be provided.

Only one air conditioner or fan, not to exceed $800 with installation, will be provided per applicant household. No additional HEAP cash benefits are available.

You may be eligible for a Cooling Assistance HEAP benefit if: Your household's gross monthly income is at or below the current income guidelines for your household size (HEAP Monthly Income Limits), or you receive Supplemental Nutrition Assistance Program (SNAP, formerly known as Food Stamp) benefits, or you receive Temporary Assistance (TA), or you receive Code A Supplemental Security Income (SSI Living Alone), and you and your household members are United States Citizens or qualified aliens, and includes an individual with a documented medical condition that is exacerbated by heat, and you received a Regular benefit greater than $21 in the current program year or reside in government subsidized housing with heat included in your rent, and you currently do not have a working air conditioner or the air conditioner you have is five years old or older, and you did not receive a HEAP funded air conditioner within the past five years.

Your household eligibility requirements include filing an application with your local department of social services, providing all necessary documentation, and the household must reside in an eligible living situation.

Getting the air conditioner installed:  A participating Heating Ventilation and Air Conditioning (HVAC) vendor will be provided by your local Social Services Department. It will be your responsibility to maintain the air conditioner. This includes the responsibility to remove, cover, store, and/or reinstall the unit or the installation sleeve after vendor installation.
