Certificates of Residency

Students attending community colleges may obtain a certificate of residency from the Treasurer's Office free of charge. The purpose of obtaining a residency certificate from the student's County of Residence is to give permission to the community college to bill Livingston County for matching tuition from the state, county, and student.

Qualifications

To qualify for a Certificate of Residence, residency documentation must show that the student has established their domicile in New York State for a minimum of one year and is a resident of Livingston County for a period of six months prior to the date of application.  (Residency of less than six months in Livingston County will be prorated.).

You may submit a completed application along with acceptable proof of residency documentation either by mail, in person or email to certofres@livingstoncountyny.gov

The window of eligibility for issuance of a certificate of residency for any particular term is from two months prior to the student’s registration date and 30 days after the start of classes.

Proof

Acceptable documentation must now show proof of one year of residency in New York State AND six months of residency in Livingston County.  For example, a NYS driver's license issued at least one year prior to the application and and showing a Livingston County address is acceptable.  If the NYS driver's license was issued less than one year ago, then a second ID documentation is required.  (A sticker on the back of the license will no longer be acceptable.)

Additional residency documentation proofs can be found on the SUNY website: https://www.suny.edu/smarttrack/residency
