Center for Nursing and Rehabilitation Welcomes New Deputy Director

MOUNT MORRIS, N.Y., June 5, 2025 — The Livingston County Board of Supervisors has named Samontra Spencer as the Center for Nursing and Rehabilitation’s (CNR) new deputy director. 

 

Spencer joins the CNR with more than seven years of experience as a Licensed Nursing Home Administrator, most recently serving as administrator of record for the last three years at a Rochester area nursing facility. There, she oversaw compliance with state and federal regulations, ran the facility’s quality assurance program, and led efforts to improve staff retention. 

 

“My role as the administrator of record has prepared me for this position by exposing me to the skilled nursing facility environment from a leader’s perspective,” explained Spencer. “I have successfully overcome many challenges affecting long term care operations and I fully understand how to support the CNR director to increase the facility’s effectiveness at delivering quality care to residents.”

 

Spencer holds a master’s degree in business administration with a minor in healthcare management from Liberty University. She is currently working toward a doctorate in business administration with a projected completion date of December 2026.

 

CNR Director of Long-Term Care Eric Townsend stated, "I am very excited to have the opportunity to work with Samontra and feel her skills, experience and positive attitude will help the CNR team achieve a five-star facility rating."

 

As the new CNR deputy director, Spencer aims to help expand the facility’s services to meet evolving resident needs, strengthen participation in the Garden of Life Adult Day Program, and attain an overall five-star rating from the Centers for Medicare & Medicaid Services annual quality star rating report. 

 

Outside of the office, Spencer enjoys staying active with running and weight training, playing piano and guitar, interior painting and decorating, and spending time with her family and church community.
