Livingston County Names Office of Emergency Management Deputy Director

MOUNT MORRIS, N.Y., June 2, 2025 The Livingston County Board of Supervisors has named Joseph Bordeau as the new Office of Emergency Management (OEM) deputy director. 

 

He brings with him a strong background in public health preparedness and emergency services having previously worked at the University of Rochester as an emergency preparedness specialist assigned to Monroe County’s Office of Public Health Preparedness. In that role, he managed public health emergency plans, facilitated county health preparedness exercises, and managed emergency communication systems, including the web-based emergency management information system WebEOC and interoffice portable radio upgrades and inventory. 

 

“I have always had a significant interest in the logistics and collaboration of agencies and ideas that emergency management brings to the table,” said Bordeau. “Working in public health strengthened my belief in collaboration to meet a joint goal. The health department collaborates with many other inner county, outer county and private organizations in order to accomplish the goal of public health preparedness. These same ideas and attributes can be reflected in emergency management.”   

 

Bordeau holds a Bachelor of Science in emergency management from SUNY Canton and an Associate of Science in criminal justice from Monroe Community College. He became a certified New York State emergency medical technician in 2024. A longtime resident of Livingston County, he has served in both fire and EMS roles locally. Bordeau was an ambulance driver with Lima EMS, a fire captain with the Lima Fire Department, and currently serves as a fire captain with the East Avon Fire Department, as well as the department's Junior Firefighter advisor.

 

“Joe comes to our office with a background in fire, EMS, and emergency management,” said OEM Director Will Gall. “He has also demonstrated a desire to continue learning all aspects of an evolving field and a focus on a whole-community approach to emergency management, making him a great fit as the office continues to evolve.”

 

In his new position, Bordeau said he aims to strengthen partnerships with both public and private stakeholders throughout the County, including those not traditionally involved in emergency planning.   

 

In his free time, he enjoys being outdoors, fishing, and spending time with family and friends.
