Livingston County Mourns Passing of Former Board Member Francis "Fran" Kosakowski

GENESEO, N.Y., Feb. 27, 2026  Livingston County is mourning the passing of former County Board Member Francis “Fran” Kosakowski, who passed away peacefully at his home on Feb. 22, 2026, at the age of 89.

 

An active member of his community, Kosakowski began serving on the Livonia Town Board as a councilman in 1986. He was then elected Livonia Town Supervisor and served in that capacity for eight years before retiring in 1997. During his time on the County’s Board of Supervisors, Kosakowski served on the Judicial, Public Safety Supervisors, and Public Works & Transportation committees, and was the chairman of the Finance and Social Services committees.

 

“We on the board are deeply saddened by the passing of former member Fran Kosakowski,” said Board Chair David LeFeber. “I've known Fran and his family personally for many years and have always had enormous respect for him and his steadfast commitment to the betterment of Livingston County. Fran was a dedicated public servant who truly embodied the spirit of civic duty over his many years representing the people of Livonia. We honor his long history of service and extend our deepest condolences to the Kosakowski family.”

 

Kosakowski’s civic efforts extended to his role as an Exempt Member of the Livonia Fire Department and membership in the Livonia Rotary Club. His commitment to education led him to the school board where he was elected as a write-in candidate in 1971 and served for a decade. He also played an instrumental role in enhancing local recreation by guiding the Town of Livonia in the acquisition of Vitale Park in Lakeville and the development of the Freedom Point Park side of the grounds.
